Carl Neblett

Mr. Neblett has 35 years’ experience in law enforcement prior to his retirement in March of this year. Mr. Neblett has 29 years of experience of working for the Bermuda Police Force and prior to relocating to Bermuda, he worked for the Barbados Defence Force and the Royal Barbados Police Force for six years.

Mr. Neblett has 35 years’ experience in law enforcement prior to his retirement in March of this year. Mr. Neblett has 29 years of experience of working for the Bermuda Police Force and prior to relocating to Bermuda, he worked for the Barbados Defence Force and the Royal Barbados Police Force for six years.

Prior to his retirement, Mr. Neblett was a Senior Detective in the Criminal Investigations Unit for twenty years. He has also been an Acting Detective Sergeant in the Serious and Organized Crime Unit and CIU. Mr. Neblett also performed Detective duties in the Passenger Analysis Unit (PAU) of the Special Branch, the Joint Importation Squad (JIU) Narcotics Unit and was a member of the Emergency Response Team (ERT).

During his tenure, Mr. Neblett received Commendations, Merit Awards, Heroes Awards, letters of thanks and good work and was recognized with the Constable of the Year Award. He has also been the recipient of certification from the US Secret Service and the State Olympic Law Enforcement Commission of Georgia along with a myriad of qualifying certificates from varying colleges and Universities in Investigations, Critical Incident Stress Management and Sensormatic.

Most recently, Mr. Neblett received his Level 2 Door Supervisors SIA (Security Industries Authority) UK based certification through the National Training Board and also completed a Level 3 SIA certification course of study held at the Bermuda Regiment in Close Protection. Mr. Neblett is also the recipient of the Bermuda Police Service, Long Service Medal (LSM), the Queen’s Golden Jubilee Medal (QGJM) and the Queen’s Diamond Jubilee Medal (QDJM).

Mr. Neblett is also the holder of two (2) Bronze Medallions issued by the Royal Life Saving Society and is fully trained in first Aid, CPR and EMD application by the St. John’s Ambulance.

In November 2015, Mr. Neblett who is currently the President of the Barbados Association of Bermuda (BAOB) was recognized for his invaluable service to the Barbados Association of Bermuda with the Life Time Achievement Award. Mr. Neblett also attained his Private Investigators License through the Ontario Provincial Police Service and was employed as a Retail Investigator in the Shoppers Drug Mart chain of pharmacies.

Mr. Neblett is pursuing a Master’s Degree in Global Management having been accepted to the degree program at the University of Salford, Manchester.

Mr. Neblett performed Detective duties in the Passenger Analysis Unit (PAU) of the Special Branch in collaboration with United States Border Protection Services and Bermuda Customs and Immigration personnel, where his responsibilities consisted of passenger movement in and out of Bermuda, travel control for those persons who were on the Stop List, receiving and giving intelligence on suspicious persons and activities in the air terminal, monitoring the departure lounge to ensure travelers weren’t collecting and delivering suspicious packages to other travelers or staff, checking all flights to ensure that nothing suspicious was being smuggled in or out of the island and gathering information/intelligence pertaining to any and all complaints and reports to the PAU.

Mr. Neblett was also attached to the Joint Importation Squad (JIU) Narcotics Unit where he worked closely with a combined team of Bermuda Customs Agents where he performed duties in the control and interdiction of drugs and firearms entering Bermuda, Daily responsibilities were not only to interdict but to monitor the Freight Shed, staff movement on persons of interest, gathering criminal intelligence, making arrest and also accompanying suspected persons to the hospital who smuggled drugs internally. During this duty, responsibilities also included escorting protected witnesses to the secure area of the airport where they were in turn escorted off the island to a secure location overseas.

Jay-Lee Smith

Having served 12 years with the Royal Bermuda Regiment (“RBR”), Mr. Smith brings a broad spectrum of knowledge and experience to his role at BSC. Mr. Smith received the Diamond Jubilee Medal for the Her Majesty Queen Elizabeth II’s visit to Bermuda in 2012.

Mr. Smith is a certified Security Guard and Private Investigator in Bermuda. Mr. Smith has a deep personal commitment to providing training that will empower BSC's employees to perform at the highest levels ensuring their success at client's sites and furthering the security programs of BSC’s clients. Mr. Smith is of the firm view that by continuously training and assessing security employees, it will allow them to think critically and make sound decisions under pressure.

Serving in the RBR Police unit since 2006, Mr. Smith led an organized and highly trained staff of professional soldiers. Under his guidance and leadership, BSC maintains industry leading methods and models for its training and education of security officers. In addition BSC training,

Mr. Smith also develops and delivers client specific training programs to meet their requirements. Through his RBR training career, Mr. Smith has completed numerous focused security training including, instructor course for First-Aid, CPR, Disaster Relief and Planning, Conflict Management, Search Methods, and Risk Assessments. In addition to the previously mentioned accolades, Mr. Smith is a Certified Money Laundering Specialist (“CAMS”).

As a certified CAMS-Audit specialist, Mr. Smith is trained and specialized in conducting Anti- Money Laundering (“AML”) Audits for Financial Institutions (‘FI”). This specialization includes assessing a FI’s AML framework against the regulatory requirements and international best practice. Mr. Smith applies the same methodology to assessing security risks by conducting Quality Assurance Assessments for security engagements and for training BSC employees. Mr. Smith and his partners work closely with the Bermuda Police Service, Royal Bermuda Regiment and clients in ultimate delivery of their findings.

Shea-Tai Smith

Shea-Tai Smith is an Associate Director of the Customer Due Diligence team at Sun Life Financial International, an international business that offers Life Insurance products through the registered name, Sun Life Assurance Company of Canada (Bermuda Branch).

Shea-Tai Smith is an Associate Director of the Customer Due Diligence team at Sun Life Financial International, an international business that offers Life Insurance products through the registered name, Sun Life Assurance Company of Canada (Bermuda Branch). Having acquired his CAMS and ARM-E designations, Shea is a compliance professional assisting with the risk rating of potential and existing clients, implementation of compliance controls, and the development and implementation of compliance policies and procedures.

Shea is a graduate of Alabama A&M University, where he received a BA in Business Management and a MBA in Finance. After graduation, Shea started his career at HSBC Private Bank, where he began specializing in portfolio lending, which included providing high net worth private banking clients with credit facilities, leveraged against investment portfolios. That eventually led to three years of developing an interest in risk management. His interest in risk management lead Shea to take up a role at the Bermuda Monetary Authority. Shea spent seven dedicated years with the BMA before becoming a Senior Compliance Manager with Sun Life. Within a mere two years at Sun Life, Shea has already been promoted to the role of Associate Director.

Aside from being a compliance professional, Shea currently serves with the Royal Bermuda Regiment and holds the rank of Captain. Over the course of Shea’s military career, he has had extensive overseas military training from recognized UK military training schools, including the Platoon Tactics Course in Brecon, Wales and the Officers Commissioning Course at Sandhurst, where he graduated in the top 3rd of his class. Through his eleven plus years of service, Shea has gained an extensive amount of knowledge in Public Order, Key Points, VCPs, Internal Security, Conventional and Hurricane Relief. He is currently serving as the 2IC of C Company. Here, he is mainly responsible for the administration of the Company, overseeing the running of the Company Main Headquarters and works closely with the Full Time Instructor in planning and executing the Company training programme. Shea recently coordinated a successfully Recruit Camp, were the RBR saw 60 all-volunteer recruits complete RC2017.

Some of Shea’s achievements within the RBR include being awarded the Diamond Jubilee Medal for the Her Majesty Queen Elizabeth II’s visit to Bermuda in 2012 and the Platoon Commander of the year award in 2013 and 2015.
